Restrictive Printing and adding Watermarks

i have purchase request form routed requestor department head finance, purchase agent. had individual take incomplete form vendor, caused lot of problems. upshot wanted adjust form if purchase request not signed finance, won't print, or better, prints watermark or banner says not valid until signed finance. if signed finance, watermark or banner no longer there. in either case, not visible people in workflow.
i'm having trouble approach take. can set banner print , not visible, visible not print, don't know how set these permissions programmiclly.
any advice appreciated.

programmatically you'd setting relevant property. value of "-print" don't print, "+print" print. visibility controlled presence property, "visible" or "invisible" looking for.
