Arduino Uno and Windows 10... Uploading issues


hey everyone, im having issue that popped few days ago. pretty long story hope dont make tired :/

it began when driving rgb led strip, 1 rgb led light pipe. came photocopier. @ moment running w8 laptops os. current driver arduino modem driver. worked didnt bother changing actual arduino driver, why fix isnt broken, right? anyway had signed free 1 year windows 10 trial (my laptop 3 years old new 1 before time up). night messing around strip fine uploading. pretty late , upgrade windows 10 ready went bed upgrade doing thing. still curious on strip began more testing when woke up. started computer , after poking around new os (windows 10) 10 minutes, started ide, plugged uno in, changed code, , uploaded... sort of, not @ all. thing happened, error "serial port 'com4' in use. try quiting programs may using it". poked around computer culprit, alot of computer work to, know way around. nothing. opened device manager , forgot check first. thought there no issues, make arduino impersonate modem again. nope not time, windows 10 doesnt have option. forced mess around actual drivers. installed arduino driver in arduinos driver folder , still no progress.

so on ide , uno board itself. did trick take atmega328 out , bridge rx , tx pins , try typing through monitor. nothing same error when try open monitor. not actual micro. put micro in , and did more searching online. nothing of importance did see disabling , re-enabling port helps. did , manage start upload , boards tx , rx light stayed solid, shouldnt happen, should flicker. got error "ser_send: no info avail" or similar. kept getting first error , second error. tried updating firmware on atmega though ruled out. nope wont error  can't open device "\\.\com4": access denied. heck? have never seen error message out 3 years working these things.

now @ point im @ loss, have no idea do. pin 13 status led flashes when try upload indicating auto reset has happened , code coming in never pulls through. , on first attempt after closing , opening ide. after that, first error talked about.

so far tried multiple times:

changing com port
uninstalling driver , reinstalling
disabled , re-enabling port

i have got isp pocket programmer, , couple of attiny85s, because have worked avrs, , enjoy them, , intend on sticking them. think im going stray away arduinos because they're fragile me. literally made complete list on how destroy these boards. have 5-6 years of programming experience learning new programming language wont issue.

i want know if somehow fried atmega (i doubt because pin 13 led flashes when powered up) or if ftdi chip dead. think software issue on computer though. driver issue.

if made far, taking time read. appreciated :)

update!! while ago made repstrap 3d printer of own design :) , uses knock off arduino mega , ramps board. wasnt sure if problems having effect communication printers mega. didn't, worked fine. narrow down further, opened ide , went see if open serial monitor. :0 if try uno connected port in use. i'm starting think rgb strip code keeping arduino being uploaded to. , think it, think uploaded new code without testing before went bed. make seem os upgrade did that. code stuck on arduino used serial communication see randomly generated rgb values. cause port busy, , not allow upload, right? if change title of topic "arduino self confliction". hope can upload blank code on atmega chip programmer ordered. uses icsp upload.

again other ideas, thoughts or appreciated :)
