i'm trying understand how joomla framework works respect specifying modules publish , positioned. index.php (template) file specify module? in other words, if publish 1 or unpublish 1 or move it's position (through module edit panel), change code in index.php file? or data associated module stored in database site?
i'm asking these questions because cannot latest news module display on home page. i'm wondering if index.php file not have needs in it.

your index.php file of template decides modules can displayed.
within index.php need specify modules correspond module positions specified in joomla administrator area. can change titles of modules in administrator, of course remember need reflect changes in index.php template file.
next item. if notice when adjusting module positions administrator can specify module's position. list of positions comes directly "module positions" specified in configuration section of administrator.
