i input 5v pro mini pin,but vcc pin output 3v power , think should 5v in vcc .

the arduino pro mini can powered ftdi cable or breakout board connected 6 pin header, or regulated 3.3v or 5v supply (depending on model) on vcc pin. there voltage regulator on board can accept voltage 12vdc. if you're supplying unregulated power board, sure connect "raw" pin on not vcc.
the power pins follows:
raw. supplying raw voltage board.
vcc. regulated 3.3 or 5 volt supply.
gnd. ground pins.
