i trying layout publication set in 2 columns , has big amount of footnotes. problem cannot figure out footnotes placed @ bottom of each column in uneven blocks. achieve footnotes appear in 2 legs of text. not see option in footnote layout preferences should determine

i've done lot of footnoted pubs, , i've never seen footnotes placed
at bottom of different column reference. if footnote
reference in column 2, footnote placed @ bottom of
column 2, not column 1.
indesign doesn't offer option because readers expect find
footnotes below references, not somewhere else. sure
want this? or misunderstanding intent?
