Arduino not recognized in windows when computer restarts

i using arduino nano v3 project. need read serial data continuously arduino using usb. when power goes off few seconds , computer restarts, arduino no longer recognized , "usb device not recognized" error shown. if disconnect usb cable , reconnect works again. not acceptable project. i'm using windows 7.
how can solve problem? please help.

why power going off few seconds? that's need stop happening first.
