Could not instantiate mail function error (different from others) - Joomla! Forum - community, help and support

the not instantiate mail function has been reported several times:

always matter of mail settings

but me error occurs when e-mail settings on php mail function , sendmail, different right?
i don't know smtp user , pw is, or create/ change that

the error happens when add new user through user manager.

change email settings in admin/server/configuration email type: smtp
do not set passwords or whatever , choose:  "smtp.xs4all.nl" smtp host.

then see happens. if goes wrong, problem not email configuration else of not know answer yet.

well, first off, send mail , php mail function, should work regardless of smtp does

second, entering stmp gives "smtp error: not connect smtp host."
