What's the best approach to forward data to arduino with BATCH script?

via pc, multiple events logged , monitored , want forward data arduino.
i've got mega 2560 built-in in pc , hooked onto usb. since don't have experience in pc programming languages, use batch script job done.
what's best (and simplest) approach data arduino way, through batch script? suppose additional layer needed done, wouldn't know or how.

a batch script may not simple way send data mega. when pc program opens serial port causes mega reset , must allowed for. easier "proper" pc program.

have @ python - arduino demo. if put in correct serial port reference think work on windows. easy adapt take data pc file , send arduino.
