a simple answer simple question - yes.
i think idea of having "live" site , "development" site, live site gets feed actual content & data through back-end. development site trying things out, playing around design etc. when works how expected, , problems (if any) ironed out, can implemented on live site, without danger of messing things up.
putting in content , data on development site, , uploading live site, seems me complicated way of doing things, , misses out of main advantage of joomla, - dynamic, edited site.
