creating "flat" .pdf out of a designer form

is possible, create form, lets user create "flat" pdf-file out of designer form using designer functionality / adobe reader (on user's side)?

1) user fills out form (pdf 1.6)
2) user wishes archive filled out form electronically using pdf 1.4 / pdf/a
3) therefore user needs click on button "create pdf in archive format" (or that).

i not need code samples - general description of solution (if exists).
