i'm using numbering in document. works fine part.
i got 8 categories 'level 1' 4 12 questions each 'level 2'.
now tried adding question. quite understandably, indesign use 1.6 last entry no matter physically positioned.
1.5 previous entry. however, 1.6 supposed 1.3 (and 'physically' is) , following entries supposed shift accordingly.
i tried removing format questions altogether , reformat them appropriate stylesheet includes level 2 numbering. however, indesign uses original numbering tried remove.
of course, can move around questions respective numbering , rewrite them did quite often. thought might consult you.

are of question in 1 text thread or in separate
frames? if in separate frames, you're going see behavior
you have since numbering done based on order they're created.
