Looking Server-based Solution Compatible with Acrobat 7.0

i need merge xfdf , pdf files on server , return pdf file. server solution must compatible acrobat 7.0 because use rich-text fields in our xfdf rely on xfa:spec=2.1.0. far, server-based products we've tried have not worked because based on acrobat 6.0 (which compatible xfa:spec=2.0.x, believe).

please help! great know definitively there's nothing out there, if case.
