I/O expansion board or shield

hi guys,

not sure if has been brought or not ask difference between i/o expansion board , i/o expansion shield?
are both same thing different name or totally different different applications?

in general.
a shield plugs on top of arduino.

and (breakout/expansion) board used next to, or further way arduino.
it connects wires.
