maxW and maxH Not working with interactive image

i not understand why designer totally ignoring max settings , letting images grow thier full size.  if expand h creates image field large image is, image stays same size , off center.

basically want somone able click on image field , insert thier own image , have image grow until fits box perfectly.  there way center images inside imagefields?
