Access denied while trying to create new Content Item - Joomla! Forum - community, help and support

for reason joomla creates error when try create new content item in administrator module!!

i have logout, , login again. notice although 1 logged in, keeps saying else (on top right corner, if previous logout wasn't taken account.

i don't know waht do, stuck page error "access denied"
i have:

database version:  4.0.27-standard-log 
php version:  4.4.4 
web server:  apache/1.3.33 (unix) 
webserver php interface:  cgi
