Arduino Uno steering wheel buttons

hi everyone..

i totally new arduino idea of beeing able many things , have therefore decided try first project..

i bought arduino uno , trying make steering wheel buttons interact board communicate tablet have in car..

i found page doing same thing http://forum.xda-developers.com/showthread.php?t=2635159

but can't figure out if diagram shown in attachment simple.. question is, work? because putting ground, ad0 , 13 resistor, seems weird..

and if work, why need resistor work?

the pins not connected. drawn badly , cross over.

also careful voltage on pin not go above 5v. use multimeter check before connect.
