Solar powered boot Warmer - possible?

i did quick search on here , couldn't find anything. i'm new wearables, , until yesterday had no idea existed. have had idea while , wanted see if possible build , if need:

- boot has sewn in lipo battery charged solar pad (connected outside perhaps flexible?) , powers heating element inside sole of boot.

i've never played around before , looks possible lilypad setup- there regulator included or can added monitor charging of lipo?

any advice appreciated!

heaters consume large amount of power , solar panels inefficient (about 17% @ best) 1 won't @ in situation.

unless panel much, larger boot, hold boot sun.
